Federal Policy on Information Access and Dissemination

The issuance of Office of Management and Budget (OMB) Circular A-130 marked the first time that Congress dictated policy on the information dissemination of governmental agencies. Some issues in information dissemination policy surrounding the circular include: 1. assigning responsibility for the determination of information dissemination with the agency head, 2. requiring that agencies provide notice when initiating or terminating significant information products or services, and 3. cautioning federal agencies to examine carefully how federal policy on information management applies to electronic filing. The circular's primary impact on governmental information resources management will be to force agencies to demonstrate planning in this area. Better information resources planning should: 1. eliminate duplication in the management of information gathering, processing, and dissemination, 2. diminish collection of information that is not used, and 3. assure that what is used is of value in achieving citizen well-being.
